AI-Empowered Design Thinking Training Series for Government and Public Service Sectors

Design thinking plays a critical role in government and public service innovation due to its unique approach to user—or citizen-centered problem-solving. It is not just a tool for enhancing creativity and efficiency in the public sector; it is a strategic approach that can transform how government operates and engages with its citizens. It aligns government services with public needs, fosters innovative solutions to pressing challenges, and builds a more responsive, user-friendly government.

The AI-Empowered Design Thinking process with AI Design Thinking Agents for the Banking Sector (Details) encompasses a dynamic, end‑to‑end journey (shown below): Determining ChallengesDiscovering InformationDefining OpportunitiesDeveloping IdeasDelivering Solutions and Driving Change. Each stage builds upon the previous one, creating a continuous cycle that transforms insights into impactful, intelligence‑driven innovation.

Design Thinking Agents are powered by advanced large language models from OpenAI’s latest GPT family and Google’s Gemini Flash Image (Nano Banana), delivering enterprise‑grade analytical outputs and clear, executive‑ready visual assets.

Banks typically increase project execution speed by approximately 48% to 95%, depending on complexity and readiness. At the same time, AI‑supported discovery achieves around 90% accuracy in identifying and clustering user needs, enabling initiatives to start with a precise, evidence‑based understanding of customers and employees.

In fact, we partnered with the Urban Renewal Authority to revitalize the Kowloon Town district, a key community development initiative that concentrated on rebranding the community and redesigning its public facilities. This rebranding effort is projected to transform the experiences of both residents and visitors, moving them from negative to positive, with an anticipated 48% increase in emotional impact.

Additionally, we collaborated with a major public transportation company in China to enhance the passenger experience for specific groups, including pregnant women and environmentalists. Following the implementation of these prioritized ideas, we anticipate an emotional impact improvement of over 50% on the passenger experience. Both successful projects are comprehensively documented on pages 17 and 21 of the Hong Kong Design Thinking Business Casebook 2022.
