The Policy Address 2018 recognized Design Thinking as a problem-solving capability for Hong Kong

Below is the message from the paragraph 140 of section IV (Diversified Economy) of the policy address 2018 of the Hong Kong Government:
We have been actively promoting design thinking as a problem-solving
capability in the past year. The HKDC (Hong Kong Design Center), in collaboration with the Efficiency Office and the Civil Service Training and Development Institute, is holding
classes and seminars both at the community level and within the Government.
The Government will draw up internal guidelines to encourage departments to
adopt pro-innovation proposals and apply design thinking in the procurement
process to enhance efficiency, to meet the needs of the public, and to advocate
the “people-oriented” service culture.
